Description: Desktop environments such as Xfce4 do change the size of the scrollbar slider on Mouse-Over. This behaviour is not reflected in LibreOffice which makes it difficult to grab and move the slider (both horizontally and vertically). Native GTK scrollbars are available since LO 7.5, so please try this version: https://www.libreoffice.org/download/download-libreoffice/ You should be able to install the debs in parallel to your current version.
