My understanding is that this is unrelated to the header: referencing a table cell does not work outside of cells in Writer. Or can you detail more precisely how such a variable was created? Looking at the document you share, you don't use a roundabout method like bookmarks. Otherwise, I would consider this an enhancement request to be able to use table cell references outside of tables. (I could not find an existing enhancement request.)
