A)
Menu item "Automatic spell checking" toggles the spell check feature, but you cannot see whether it is turned on or off nor can't you see if the chosen languages dictionary exists. It should get a check mark. It should be disabled if the default language's dictionary does not exist.

B) 
If a dictionary is missing the menu under Tools-> language -> ... should not contain that specific language. Elsewhere it is embarrassing.

I also wonder why "French" is not shown under Tools->Language->...
It was installed! Instead the ...->German was shown although the dictionary was not installed.

It is shown fine on Windows for me. As a blue highlight over the icon. Do you experience some bug, where this is not drawn?

I see bug 156476 basically deals with the overall spirit of this (better indication of missing dictionaries).

Sorry, but for me it is not visible, if spell checking is on or off. The menu item and the tool button always look the same, regardless of on/off. I'll attach an image of the tool bar.

None of your toolbars have the command visible. Right-click a toolbar (ie. the bottom one), select Customize Toolbar..., type spell into the Search field in order to find Auto Spellcheck. Then use the right-pointing arrow button to insert the command into the toolbar.
