To repreoduce open example.ods add an external link to example.csv, the conditional coloring won't work.
Reproduced, I did the following: 1. Open attached ODS 2. Check that link to CSV file is functional (allow updating linked data; if needed, Edit > Links to external file) 3. Copy conditional format from A2:D2 and apply it to A1:D1 4. Conditional format is applied as expected 6. Save and reload: format still there 7. Allow updating data from external file Result: conditional format on linked cells is lost Version: 24.2.0.0.alpha0+ (X86_64) / LibreOffice Community Build ID: 47ca3f1f762352b488d58b3bf23d5776576f1cca CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3 Locale: en-AU (en_AU.UTF-8); UI: en-US Calc: threaded ...and 7.5.5.2. In 7.4, conditional formatting couldn't even be applied on such a range.

Actually, any formatting applied to the cells is lost, and formatting is not even copied when linking from, say, a formatted ODS. Same in 6.0. Similar issue in bug 150414, with more discussion, so marking as a duplicate. *** This bug has been marked as a duplicate of bug 150414 ***
