To repreoduce open example.ods add an external link to example.csv, the conditional coloring won't work.

Reproduced, I did the following:
1. Open attached ODS
2. Check that link to CSV file is functional (allow updating linked data; if needed, Edit > Links to external file)
3. Copy conditional format from A2:D2 and apply it to A1:D1
4. Conditional format is applied as expected
6. Save and reload: format still there
7. Allow updating data from external file

Result: conditional format on linked cells is lost

In 7.4, conditional formatting couldn't even be applied on such a range.

Correction: conditional formatting could be applied, but copying the formatting from range A2:D2 and pasting it onto A1:D1 would fail.

Actually, any formatting applied to the cells is lost, and formatting is not even copied when linking from, say, a formatted ODS. Same in 6.0.
Similar issue in bug 150414, with more discussion, so marking as a duplicate.
