If menu is modified via Tools-Customise, a complete modified menu is saved in user/config/soffice.cfg/modules/<module>/menubar/menubar.xml which starts overriding menus in all subsequent versions effectively blocking new functionality. I believe that menu customisation should patch the menu rather than replace it so that changes introduced in later versions won't be lost.
