Thank you for the report!
Reproduced with:

Version: 7.6.1.1 (X86_64) / LibreOffice Community
Build ID: c7cda394c5de06de37d8109c310df89a4d4c3a98
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: kf5 (cairo+xcb)
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: threaded

As well as:

Version: 6.4.7.2
Build ID: 639b8ac485750d5696d7590a72ef1b496725cfb5
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3;
Locale: en-AU (en_AU.UTF-8); UI-Language: en-US
Calc: threaded

That menu got icons in 6.4.

This is for Breeze (dark). qt5 VCL plugin also affected.
Not reproduced with dark variants of Colibre, Sifr or Sukapura. Does not happen with the standard toolbar.
The main Insert menu does not have an icon for this command.
