Description:
The size of sections (with tables in it) suddenly increases to bottom page after inserting a row 

Steps to Reproduce:
1. Open attachment 189269 [details] (bug 157022). (modified version of bug 156551 document)
2. Go to page 11
3. Place cursor in the table row which is marked red
4. Press Insert Row

Actual Results:
The table is embedded in a section. The section suddenly expands to page end. Causing a large empty area

Expected Results:
No increase of the section to bottom of the page

In this case the section is already to bottom of the page on file-open. So no need to add a row needed. 

I suppose there was a change which 'fixed' the empty area on file-open. However it appears to be a partial fix.

A bibibsect might be helpful

1. Open attachment (simplified version of file in original bug report)
2. Place cursor in red table cells
3. insert row below

Actual result:
All table cells of that section move to first column and size of section increases.
