Thanks for the report, Adil.
I could not reproduce with:

Version: 7.6.2.1 (X86_64) / LibreOffice Community
Build ID: 56f7684011345957bbf33a7ee678afaf4d2ba333
CPU threads: 8; OS: Linux 5.15; UI render: default; VCL: gtk3
Locale: en-AU (en_AU.UTF-8); UI: en-US
Calc: threaded

What steps exactly did you use to put the JPG in the background? I tried both the "in background" wrap option (right-click > wrap > in background) and the page style's are fill (Format > Page Style > Area > Image).

Actually after yesterday update I can not reproduce it either!!

so I think maybe some minor change somewhere else solves it!!

I updated yesterday LibreOffice fresh to

Build ID: 60(Build:1)
CPU threads: 4; OS: Linux 6.5; UI render: default; VCL: gtk3
Locale: ar-SA (en_US.UTF-8); UI: en-US
7.6.2-1
Calc: threaded
