Description: Attempting to edit a Writer (odt) document in Norwegian Windows environment stops with a "Not responding" situation. The main testing is performed in Windows 10 but it also fails in similar way in Windows 11 (Norwegian edition) --- Testing the same document in US Windows 10 works as expected Steps to Reproduce: 1. Open a writer (odt) document from Windows Explorer 2. Wait 3. Click inside the writer Window Actual Results: Document does not open but title shows the document name e.g "20231002_Simple.odt - LibreOffice Writer (Svarer ikke)" "Svarer ikke" is the Norwegian translation of "Not responding" Expected Results: Document is opened and ready for editing Reproducible: Always User Profile Reset: Yes Additional Info: Also tested with a "clean" user profile with same result. Version information: Version: 7.6.2.1 (X86_64) / LibreOffice Community Build ID: 56f7684011345957bbf33a7ee678afaf4d2ba333 CPU threads: 1; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win Locale: nb-NO (nb_NO); UI: nb-NO Calc: threaded --- The error is not reproduced in Windows US version, where the Writer document behaves normally.
The affected version is 7.6.2.1 but the same issue was first seen in version 7.6.0.3. Appears to be related to the change from 7.5.6.2 to 7.6.0.3 and related to language specific Windows libraries. Does not seem to be reproducible in English Language Windows versions.
I can confirm that I do not use Windows speech recognition. Since also the portable version from https://download.documentfoundation.org/libreoffice/portable/7.6.1/LibreOfficePortable_7.6.1_MultilingualAll.paf.exe has the same behavior in Norwegian Windows, is there some call to an operating system language dependent link library (system dll?) that may create the issue?
