I have the same problem again when I use Text Cue, the buggy application. Pages move from top to bottom for several seconds before the feature appears. The issue also appears in Safe Mode, but does not appear in a blank document and plain text.
The problem is absent when using the OpenOffice writer software.

Bonjour 

J’ai à nouveau le même problème lorsque j’utilise Repère texte, l’application bug. 
Les pages se déplacent de haut en bas pendant plusieurs secondes avant que la fonctionnalité n’apparaisse. Le problème apparaît également en mode sans échec, mais n’apparaît pas dans un document vierge et du texte brut.
Le problème est absent lors de l’utilisation du logiciel d’écriture OpenOffice.
L'application est donc inutilisable pour mon travail, j'espère que ces indications sont assez détaillées pour me donner une solution ou vous aidez à résoudre ce problème.

Not reproduced with the gtk3 VCL plugin, but I _do_ reproduce the glitch and delay before opening the dialog when using the gen VCL plugin:

3. Insert > Bookmark > Insert

Bibisected with linux-64-7.5 repo to first bad commit 558b63e80bad2d99c6c5b1acc3640018e1c7c4ec which points to core commit:
