It is usually so simple to create a table of contents, I can't understand why it just create an empty one but the title. I have used the standard Headers and don't see where it goes wrong

No problem to create a TOC here with OpenSUSE 15.4 64bit rpm Linux and LO 7.6.2.1
Have written some text.
Created a style "Heading 1"
Created a style "Heading 2"

Then I started Insert → Table of Contents. Styles are the right styles, so TOC will be created.

Upload an example where it doesn't work for you.

Sorry guys. 
This was my fault, Headers N were not from the top Header style. 
It is and was fully working.
