The dialog starts per Writer: File > Properties: tab Description and has some more fields than shown including "Contributor". No idea how to enable/show, but the a11y tip on this control is "contributor accessible description" (PS: obviously requires a more recent version than 7.6, it was introduced by Sarper for bug 138792). And the string is in fact kind of a placeholder. Could be "Enter the names of contributors" or the like.
