How did you set it?

There are to ways to set a border line
1.) Goto "Paragraph Styles", "Header", "Edit Style", "Borders", then set a line, either presets or user-defined.

2.) Goto "Page Styles", "Edit Style" for current page style e.g. "Right Page", "Header", switch "Header on", click on Button "More", then set a line, either presets or user-defined.

The example file in Writer and PAC 2021

Looks good to me in yesterdays nightly:

Version: 24.2.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: d8326f1f54b2f4644b52fbfa7106eeeae6e5bb7b
CPU threads: 15; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: en-US (hu_HU); UI: en-US
Calc: threaded

Probably due to bug 157145 which was also about border lines and got fixed last week.
