You need to install the langpack before installing the corresponding language's helppack. You can find them both listed in https://downloadarchive.documentfoundation.org/libreoffice/old/ for releases and in https://dev-builds.libreoffice.org/daily/ for daily builds. Now that it you put it that way, it is obvious. However, from when I first started using the Dev packages, I simply install in the order in the way they are labeled (sorted). And, because the help pack comes first, I do it first. Never picked it up because I always used the US help pack, and that installs fine in the order of the packs. But what is interesting is this: I always installed: helppack_en-Us then langpack_en-GB so if I did the next update, the en-GB langpack should already be there, not so?

Only if the version numbers matched, I guess. So moving from a dev to an RC, or from an alpha0 to an alpha1, would have failed.
