This bug occurs only with some text, depending on the website I copy text from and place in a document I copy it to.
Text is not pasted if I press CTRL+SHIFT+V, choose "Unformatted text" and press "Ok" button USING KEYBOARD.
It usually work if I click "unformatted text" option in the dialogue using mouse. And always work if I choose this option from context menu > Paste Special.
I can reproduce the bug both on my laptop and desktop pc (Archlinux).

Hello! I forgot to mention that copying from this website doesn't work either. I can't copy-paste this comment for example.

Probably you have some interesting clipboard manager. Which desktop environment are you using? Can you check, if you have any clipboard managers running?

Works fine for me on Arch with KDE, with no clipboard manager active.

I thought about it, but I had only tried other wlroot-based compositors. With no changes.
For now I can confirm that on Gnome DE copy-paste work fine. 
So, apparently it's wlroots issue. Sorry for disturbing.
