I want to add "Standard" and "Formating" to my toolbar. The "Locked Tollbars" is checked. The toolbar now shows the added "Standard" and "Formating".

As soon as any changes are made to the spreedshet, the toolbar diappears.

Your description in comment 0 does not include any steps nor actual settings in order for other users to reproduce.

If you are using, for example, the Tabbed UI (menu View > User Interface), then it is true that currently adding toolbars (menu View > Toolbars) is useless; the toolbar would apparently be added to the UI but it will disappear as soon as you introduce any value to any cell. In this example and for this purpose, the status of the Lock Toolbars setting doesn't make any difference either.

FWIW, I am in favor of having the possibility of adding (other) toolbars to whichever UI is being used. That would be an enhancement request.

At any rate, the current comment 0 doesn't really help. We would need more details, such as:
* your current UI, 
* which toolbars (if any) you already have on screen, 
* whether they are in their default locations, or they are moved elsewhere, or they are vertical, or...

and more.

I think there are similar reports already.

    Open new Calc spreadsheet.
    Go To View - Toolbars.
    Only toolbar checked is "Find", and "Locked Toolbars" is also checked.
    Add any Toolbar like "Standard".
    Menu closes and "Standard" toolbar appears.
    Try to enter 100 in cell A1.
    As soon as the 1 is typed, the "Standard" toolbar disappears.
    The toolbar reverts back to the original setting.

This issue does not exist in Writer.

If this issues is not a bug, please tell me what steps I need to take to retain the toolbars I want, which I was able to do in previous versions.

My only recourse is to go back to 7.5.7.

Please open Calc > menu View > User Interface...

Look at which option is selected within the list.

Which of the UI alternatives are you using?

Yep, it's "Single Toolbar" Now I didn't change it.

So I changed it to "Standard", closed Office, opened it, opened Calc & UI was back to "Single Toolbar".

So this time after changing it to "Standard" I also clicked on "Apply to All".

That works.

It would have been nice to know the setting was changed.

I guess that we can close as "Not a bug" then, as the Single Toolbar user interface is supposed to be a single toolbar.
Keeping bug 107495 as "see also".
