Description:
When opening any PDF (whether downloaded or exported from LibreOffice) in LibreOffice, Draw launches and displays the message "This PDF file is encrypted and can't be opened" within the document.

Steps to Reproduce:
1.Download PDF file or Export PDF file from Lib-O
2.File -> Open -> Select PDF file.
3.Draw launches, but the document does not contain its original content; it only consists of a text box stating "This PDF file is encrypted and can't be opened." 

Actual Results:

Expected Results:
The original content should be reproduced within Draw to be equivalent.

User Profile Reset: No

Additional Info:
In LibreOffice 5.4.7, these PDFs could be imported successfully.

The following software installed on the same PC could open PDFs without any issues:
- Adobe Reader
- Sumatra PDF
- Firefox web browser
- MS Edge web browser

It is curious. Saburo has Windows Build 22621 and you have Build 19045. Might be a long shot, but I wonder if updating Windows would help?

I have confirmed the reproducibility of the issue with the following version.

Version: 24.2.0.0.beta1 (X86_64) / LibreOffice Community
Build ID: 5f390384195b7264c6e52add9e90a39790285249
CPU threads: 12; OS: Windows 10.0 Build 19045; UI render: Skia/Vulkan; VCL: win
Locale: ja-JP (ja_JP); UI: ja-JP
Calc: threaded

However, there were differences in some aspects of the phenomenon. When importing a PDF, the Draw document displayed did not contain the text 
"This PDF file ~~~~ opened." and instead, a completely blank document was shown.


This behavior seems to occur in a Windows environment, including unidentified factors, when combined with relatively recent versions of LibreOffice. 
On the other hand, even in the same Windows environment, LibreOffice 5.4.7 can open PDFs without being affected.

Jun, is what is your Windows account name? Is there an accent in it by any chance? Aruñas reports that it makes a difference for them in bug 160260.

Please test in version 24.2.4 or above and let us know if it is not resolved.

I have confirmed that PDFs can be successfully imported into Draw in version 24.2.4.
