When ALL Cells are SELECTED, this actually ONLY formats cells with an ENTRY!  NOT the Whole Spreadsheet.

To provide more context:

1) When the sheet is completely blank, selecting all cells and applying formatting works; all cells are affected

2) When any of the cells in the sheet contains data, then selecting all cells and applying formatting will only affect the cells that contain data

Let's ask the UX team to check whether this is a bug, or it is by design.

Isn't this essentially a dupe of bug 153527, with consideration of 16K column work on bug 147842

nik, which version are you actually using? And when did you start experiencing it? I assume "3.3 / iOS" is a mistake?

Formatting a CALC column to HHMM for time display does not allow entry of 0400 [ - no colon - ].

0000 is displayed.

Entering 04:00 displays 0400.

This maybe as designed, but it's non-intuitive.

Looking at bug 153527 it should be solved for v24.8 now. Please test with a nightly build and in case of issues report on the duplicate ticket.
