The "default" cell fill color is bright yellow. If you select a cell and choose a different fill color, the new color becomes the default. If you select any cell, and enter any data, the default color reverts. This only started happening within the last few updates. Trivial to duplicate.

I don't think there's a "paragraph" concept in CALC. I've build hundreds of spreadsheets with versions of Calc, and this is a relatively new phenomenon (last 3-6 months). It took me awhile to notice exactly what was resetting the color.

It was apparently corrected in 7.6.x despite no bug reports. My bad for not updating before complaining.
