Description:
COUNTIF/COUNTIFS does not count when it meet 17:10~18:00.

Steps to Reproduce:
1.Insert "17:10~18:00" to any cell.
2.Use COUNTIF or COUNTIFS to count it.
3."17:10~18:00" will not be counted by COUNTIF or COUNTIFS.


Actual Results:
the result of COUNTIF or COUNTIFS counting "17:10~18:00" is 0.

Expected Results:
the result of COUNTIF or COUNTIFS counting "17:10~18:00" should not be 0 if "17:10~18:00" presents.


Reproducible: Always

This is not a bug.

As documented in help [1] [2], COUNTIF/COUNTIFS functions use wildcards (if enabled in calculation options, which is the default since version 5.3 [3]).

The wildcards are documented at [4]. The ~ character has special meaning there; so you may either disable wildcards in the settings, or escape tilde characters (and other special wildcards) using second tilde.
