Minimum-width Navigator sidebar

I believe the minimum width of the Navigator sidebar is too high, i.e. the Navigator is always wide and can't be narrowed down to a reasonable width.

* At its minimum width, it is perhaps 10% wider than the Styles sidebar minimum; 
* Its tree-ish content rectangle, in an empty document, uses up less than 35% of its width
* Three of its four widget rows (other than the main content rectangle) require no more than 70% of the current Navigator sidebar width

It's just the first row of widgets that's the culprit. And that can definitely be made narrower! For example, the spinbox increment and decrement widges can (one hopes!) be stacked vertically rather than horizontally, or even hidden altogether, to save space; the collapsed category drop-down list could lose, oh, 20% of its width in a pinch, even if the longest item would suffer when displayed. And that's without considering hiding any widgets.

So, please make it happen.

The Navigator deck is mostly constrained by the "Navigate By" + up/down and GoTo spin edit on top. IIRC it was discussed in bug 112437 "Go to page toolbar control" and eventually decided to keep the goto spinedit there (I also remember some pondering to have it in an extra line, which wouldn't be a good solution).

I agree to remove it to save space, and to use either the [Page] up/down option or the dedicated dialog (click on the statusbar panel).

OTOH, it's not an issue on my Qt-based system. The Gtk toolkit is just extensively large.

There is also the very helpful 'minimumwidth' stanza in expert configuration. Set it FALSE to consistently allow all panels of the SB to shrink in width to collapse arrow appears. Discussion in see also bug 140360
