Bad behaving document originally converted from MS Office

I've converted a document from MS Office. When I create a master document and link this converted document into this master I can not save the master and I get:
 Error in writing sub-document content.xml

I have reduced the converted document to the minimal content where I still get the error. It seems to involve empty lines that are also lists (but no list numbers or bullets are shown).

I have attached the broken document (Dummy2-bad.odt) which I can not include into a master document.

Steps
1. Open Writer -> New -> Master Document
2. Insert -> File -> Dummy2-bad.odt (attachment 192759 [details])
3. Save

Actual result:
Error

Expected result:
No error
