Description:
I installed LibreOffice 24.2 over LibreOffice 7.6 today. When the installer ran, it did not close my 7.6 session. I restarted my computer when prompted. After the restart, LibreOffice would not open. I tried from the desktop shortcut, from the Start (Windows 11) menu and from the file linked to the shortcut. I had Task Manager running and LibreOffice never showed in the processes list. I ran the installer again, choosing to repair the install. After the restart, LibreOffice opened correctly (as far as I can tell).

Steps to Reproduce:
1.Open an older (7.6?) session and check for updates/click on the update alert.
2. Download the installer file, saving it to the computer.
3. Run the installer without closing the existing LibreOffice session first.
4. Reboot the computer when prompted.
5. Try to open LibreOffice.
6. When this fails, open the installer file from the saved location.
7. Choose the option to repair the installation.
8. Reboot the computer when prompted.
9. Attempt to open LibreOffice.

Actual Results:
LibreOffice would not start after step 5. After following steps 6-9, LibreOffice seems to start correctly.

Expected Results:
The installer should have ended the existing session before attempting to install the new version of the software.

Additional Info:
This may have also worked if I had uninstalled LibreOffice and reinstalled from the installer file. Doing it the way I did preserved my settings (at least my recent files showed up when I opened the app).

I tested with 7.6.5 and 24.2.1 on Windows 11.

While installing 24.2 with Writer 7.6 still open, I get the error message:

Error 1306.Another application has exclusive access to the file C:\Program Files\LibreOffice\share\gallery\arrows.sdv. Please shut down all other applications, then click Retry..

I close LO 7.6 as directed, clicked "Retry", the installation resumed and concluded, I restarted Windows as prompted, tried to open LO 24.2: does not run.

If started from the command prompt, I get:

The application cannot be started.
The component manager is not available.
("file:///C:/Program%20Files/LibreOffice/program/types.rdb: no such file at C:/cygwin64/home/buildslave/source/libo-core/cppuhelper/source/typemanager.cxx:2070")

-> confirmed.
