Created attachment 193107 [details] Screenshot The red rectangle is a picture anchored in the body text. It overlaps the header and footer. The green rectangle is a picture anchord in the header. In Word the red picture overlaps the header and footer while the green picture is behind header and footer.
Thank you for reporting the bug, I went ahead and loaded up the document and saw it was identical to your attachments, and to test, I uploaded the document on Google Docs and found that it looks the same as it does on LibreOffice.

Oliver Specht committed a patch related to this issue. The patch should be included in the daily builds available at https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours.
