Example document

An picture or shape in Word with wrap through setting in Word is
- painted above header or footer if it's anchor is in the body of the document
- painted behind header or footer if is anchoren in header/footer

Writer always paints the pictures in the background behind all other content

The red rectangle is a picture anchored in the body text. 
It overlaps the header and footer.
The green rectangle is a picture anchord in the header.
In Word the red picture overlaps the header and footer while the green picture is behind header and footer.

Thank you for reporting the bug, I went ahead and loaded up the document and saw it was identical to your attachments, and to test, I uploaded the document on Google Docs and found that it looks the same as it does on LibreOffice.

Oliver Specht committed a patch related to this issue.
It has been pushed to "master":

It will be available in 24.8.0.

The patch should be included in the daily builds available at
https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More

Affected users are encouraged to test the fix and report feedback.
