Description:
UI: Make insertion size comment box in Draw/Impress smaller and grow size depending on content

Steps to Reproduce:
1. Open Draw
2. Insert -> Comment

Actual Results:
Hugh comment field. Large compared to Writer/Calc

Expected Results:
* It's supposed to be used as comment box, not large description
* It (unnecessary) hides massive amount of the page/slide on edit
* More in sync with Calc (although the default balloon is pretty small in that case, IMHO)
