Putting in a picture / graphics into a writer document makes me having the ANCHOR of this ( to have it managable in my mind ) :: ... by paragraph / sign / AS sign these 3 .... i can select by " right mouse click " WITHIN " properties of picture / graphics i also can select " ANCHOR BY PAGE " ===== It does not seem THAT appropriate to SPARE OFF " by page " off of context menue. ... as it was just 4th option of already 3 options. To Page anchoring was removed from the context menu on purpose (to hide it), because of misconception about what 'To Page' means. See bug 140702 and bug 135836 are about discussion to remove it (from context menu). It still possible to add it back as customization For extensive read about 'To Page" https://ask.libreoffice.org/t/multiple-captioned-images/43052/5 Sidenote: 'To Page' will be converted to 'To Paragraph' on DOC/DOCX export
