To reproduce:
- Start "localc" or "localc --safe-mode"
- Clic on a cell 
- Hit "RMB > Format Cells..." or "Format > Cells..."
- Calc crashes

Message error on console is:
"""
terminate called after throwing an instance of 'std::runtime_error'
  what():  locale::facet::_S_create_c_locale name not valid
"""

On pc Debian testing with LO Debian package, I don't reproduce this.
Version: 24.2.3.2 (X86_64) / LibreOffice Community
Build ID: 420(Build:2)
CPU threads: 12; OS: Linux 6.7; UI render: default; VCL: x11
Locale: fr-FR (fr_FR.UTF-8); UI: fr-FR
Debian package version: 4:24.2.3-1+b1
Calc: threaded

Does it happen on a brand new file or on a specific file?

It happens on every file and empty files.
