Steps:
0. Delete user profile
1. Open e.g. Writer with gtk3 VCL plugin
2. Press F5

Result: floating Navigator is tiny.

Regression bibisected with linux-64-7.2 repo to first bad build [8aa392bb272f84db33a5e9f3198423855c8768fd] which is:

tdf#141824 init navigator to possibly floating in base ctor
so its in the expected state when the child contents are created

No repro with gen or kf5 VCL plugins.

Very similar bug 141824 was about Calc, this is about Writer.
