Description:
When a raster graphic is inserted in a Draw canvas (v24.2), the "filter" and "colour" buttons appear de-activated and the graphic can not be edited by filter and colour options.

Steps to Reproduce:
1. Open a Draw canvas.
2. Insert a raster graphic and select it.
3. Go to Format->Image->Filter or Format->Image->Colour.

Actual Results:
The "Filter" and "Colour" options are inactive.

Expected Results:
The said options should be active and usable.

This happens when the Tabbed UI is used, and is resolved in bug 161212 for 24.2.5.
