Sometimes, in a page with high comment density to length of the text, and with multiline comments - some of the comments are such that their scrollbars don't reach all the way down. i.e. when I drag the scrollbar all the way down, I only get to the next-to-last line.

I'm having a little difficulty creating a reproducer with arbitrary text, will try to do so later.

Tried with attachment 194570 [details], copy-pasting many comments and a lot of text inside comments, but couldn't reproduce a scroll issue.
Please share a sample or give steps.

Eyal, seeing bug 161848, wondering if it is linked to display scaling and/or zoom level.
Can you let us know if you use a HiDPI display / scaling factor, and if the results depend on that and / or on zoom level?

I am not using HiDPI or any sort of scaling factor. Unfortunately, I'm not currently able to reproduce, and I don't remember the zoom level.

Because the symptoms are the same (last lined hidden), and there is more info there, let's mark as duplicate of bug 161848.
Hopefully we can soon figure out precise repro steps.
