Hello Paul,
in your description you are talking about a CSV file, however, the attached file is a XLSX file

Added in CSV file. I have reinstalled LibreCalc but it crashed again when opening this file. The same happened with the .xslx file previously uploaded.

I can open both files without problems in Calc using Version: 24.8.0.0.alpha1+ (X86_64) / LibreOffice Community
Build ID: fbe57382eef1138999f63e01b6152d4d05749807
CPU threads: 32; OS: Windows 11 X86_64 (10.0 build 22631); UI render: default; VCL: win
Locale: de-DE (de_DE); UI: en-US
Calc: threaded

Do you have access to a Linux or Windows PC with LibreOffice and can test, whether the files open on those PCs?

Do you have tested with a virgin user profile? https://wiki.documentfoundation.org/UserProfile

Have you tested whether the attached reduced file opens? There might be a problem in cells in the original file, where currently XXXXXX is set.

How do you open the csv-file? Please give a step-by-step description. I have used these steps:
1. Start LibreOffice. File > Open. I use system Open dialog, not LibreOffice's dialog.
2. Select the file, so that its name is in "File name" field.
3. Open the drop-down list for the file type. Choose the item "Text CSV (*.csv)" in the section of the spreadsheet file types.
4. You should have got the "Text import" dialog. Make the needed settings (character set, local, column delimiter, text with "?, date format of date columns, number format of number columns.
5. OK
