Description:
If i open any html document, it can be saved only as html again or plain text.
Formatting page style is valid for screen view only (at normal mode), even header or footer with page numbers was created - but it cant be saved.

Actual Results:
Impossible convert / save html as odf or doc format (with fixed pages).

Expected Results:
Saving from html to odf... MUST be available, like from plain txt docs (no problem).

This is not a bug. By default, HTML documents are opened in a special module called Writer/Web; it is designed to handle Web documents, and is naturally limited in its output formats.

But you may explicitly open an HTML in the normal Writer module, using 'HTML Document (Writer)' import filter - you may choose it in the File Open dialog. Then it will be possible to save in any file format available for Writer.

Despite of You hint, problem isnt resolved - there is no import filters/options as in File menu, as in both dialog.
Changing application with no warning - bad idea.
Possible enhancement, i think - if user select html file, ask him how continue operation, with conmmon Writer or Writer for Web.

The dialogs have it - both your screenshots show "Все файлы". Those drop-downs list all available import filters (as "file types").

What specifically do you mean? What is "changing application"? When you double-click an ODS, it "changes" application to Calc. When you double-click ODT, it "changes" to Writer. HTML is associated with Writer/Web. At no point you are shown any "warning", because there is nothing to warn you about - you will see the interface of the module associated with this file type.

And no, asking how to open is not a good idea. It would be considered as nagging by most users.

Hmm... maybe you are right, but
- ODS, for example,  contains principially another content: spredsheet for calculation. Transparent switching to Calc is this case natural.
HTML, ODT, DOC, RTF, ... all have the _same_ content: text with more or less advanced formatting. It would be natural to transparently convert each type of file on the input and only use the format selection on the output, "Save for Web".
Like MS Word.  Writer for Web - totally unnecessary app.
Of course this is philosophy... :)

I am not new to working with LibreOffice; have prepared about many docs and ~10 large books, including layout. Some are printed without using others desktop publishing soft. 
For myself, I would solve this problem with some workaround in 2 min, not two days. But now I’m preparing a book about Writer (in Russian) and therefore I’m exploring different possibilities. Oops! First case, when found himself in a dead end.
