The outline font effect draws the outer line in the automatic color and the inside in white (at least it does not follow the document background). In previous versions, here 6.4.7, the switch for automatic from bright to dark happend later between Dark Grey 1 and 2. Now we switch earlier between Light Grey 1 and 2. The red from the example document is just another example in the color space (see also bug 161766).

The improvements to the threshold of bright vs. dark is still a good thing, and absolutely necessary for accessibility. For the outlines we could invert the complete text and make the inner part bright/dark too. Or reject the issue - an outline is an outline.
