When I open this file in Word, there is not any background.

The page background image started working in LibreOffice 24.8 (office.com does not show it, so LibreOffice is better than MSO in this case). However, there is a new regression, so I will hijack this report to save some time. If you scroll the document, the background image does not stay on the page, but follows the view as if fixed in place. Noel Grandin committed a patch related to this issue.
