Description
The animation for a text frame to appear letter by letter does not work. 

Expected Behavior
Each letter should appear one after another
Actual Behavior
All letters appear at the same time

Steps to reproduce
1. Create a new slideshow
2. Add some text
3. Select the text
4. Add it as an animation
5. Select as animation
 - Category: Entrance
 - Effect: Basic-Appear
 - Start: On Click
6. Click on the Options button of the effect/or right click on the Animation overview and select Effect Options
7. Change Text animation from All at once to:
 Letter by letter
8. Set Delay between characters to 10%
9. Run the slide show

Additional Info:
I made this animation work in one slideshow, there the tab Timing of the Effect Options allows to set a Duration for the animation. Maybe this is the reason why they all appear at the same time, as it is grayed out. 
If the Animation is set to Fly In first, and then to Appear the animation works as expected because I am able to set a duration in Fly In.

Please attach a sample file, reduce the size as much as possible without private information, and paste the information in Menu/Help/About LibreOffice, there is a copy icon.

Can confirm this bug. I found a different bug report (https://bugs.documentfoundation.org/show_bug.cgi?id=119144) which was about the percentage delay between characters not being a percentage, but Mark Hung mentioned that they didn't know what would happen when the duration was zero (as is the case with appear). However, even when using fly in and changing the duration, the behavior is that the characters start appearing as expected, and the rate of appearance seems to accelerate to the point that it looks like all remaining characters just pop in. Note that neither "Accelerate Start" or "Decelerate End" options are selected, and enabling either or both does not solve the issue.

For the appear animation, would it make more sense to simply have a place to specify delay between character/word appearance directly in milliseconds? Or maybe have a "Typing" animation options that allows the user to either specify the duration, and then timing between character appearance could just be duration divided by number of characters, or allows the user to specify the delay between characters that then sets the duration (delay times number of characters)?
