When the chart in Attachment 198567 [details] is copied to Writer, the Y axis labels change from percentage format to number format.

1. Open Attachment 198567 [details]
2. Copy the bottom chart
3. Open a new Writer document and paste
-> the pasted chart has Y axis labels from 0 to 0.45 instead of from 0 to 45%

It has been pushed to "master":

It will be available in 25.8.0.

The patch should be included in the daily builds available at
