I found that if you disable font scaling, the bug disappears. But this is not option on high resolution screens, because then buttons in Libreoffice are very small. Set font scaling in desktop environment to 1,0 and then the buttons get visible again.
Bug also present in new version: Version: 25.2.0.3 (X86_64) / LibreOffice Community Build ID: e1cf4a87eb02d755bce1a01209907ea5ddc8f069 CPU threads: 12; OS: Linux 6.8; UI render: default; VCL: gtk3 Locale: de-DE (de_DE.UTF-8); UI: en-US
You need to set font scaling to 1,3 in the desktop environment to make the bug reproducible
