Description:
When "Dialogs Tab Position" is set to "Horizontal on top", the Format Cells dialog does not open.

Steps to Reproduce:
1. Open new Calc.
2. Menu - Tool > Options > Appearance Tab 
   "Dialogs : Top position" section : "Horizontal on top" is on , and OK
3. Select Cell.
4. Menu - Format > Cells  or ( Ctrl + 1 )

Actual Results:
5. Crash.

Expected Results:
5. Dialog shows.

We are in a course of change. The new option does not work with the previous way of vertical tabs - and I have to redo every dialog again.
