Steps to Reproduce:
1.Put an image
2.Drag it
3.

Actual Results:
Takes you to a wrong place

Expected Results:
Stay where you were, no moving

I can confirm this is still present in 
Version: 26.2.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 620(Build:0)
CPU threads: 32; OS: Windows 11 X86_64 (build 26100); UI render: Skia/Vulkan; VCL: win
Locale: en-US (en_US); UI: en-US
Calc: CL threaded

When you move the image it seems to snap you to the center of that image, and in the case of the line it snaps you to the left edge.

Bibisected with win64-25.8 to 77e536c61a20cbf77207dbf599a88bd21e8ecc27
sw: clean up Start/EndAction in SwViewShell hierarchy

Steps:
1. Open attachment 203468 [details]
2. Scroll down with the mouse
3. Select the image on the left
4. Grab the bottom scale handle and drag down
