Description:
This will probably be ignored, but hopefully developers will hear this out and that something could be done about this.  I think this is very important, hope others agree.

LibreOffice offers a great deal of customization of keyboard shortcuts.  However something that has always been an issue for me is how for some reason the function keys F1, F6 and F10 are not allowed to be used at all.  They are grayed out in all LibreOffice components, not allowing user to assign "Functions" to them (which is kind of ironic :)

Little less important then above, but I personally think the following is still important as well. 
The following keys are not allowed to be assigned either.
SHIFT+F1, SHIFT+F2 and SHIFT+F6 
CTRL+F4 and CTRL+F6

It can be very confusing and inconvenient to not be able to use all keys.  
Especially because this current behavior splits up the sequential order that these numbered function keys naturally provide.
This prevents users from being able to assign related functions to be near each other on keyboard because they have to skip over keys they do not have access to.
User also has to remember which keys to skip/cannot be used which can be really confusing.

If it is at all possible, please consider allowing user the ability to choose how they setup their own keyboards/functions.  I have never seen any other application limit what keys can be assigned like this before, which is strange because LibreOffice is usually very customiza
Can just show the functions that are assigned to these keys by default and then user can decide to change them or not.

Steps to Reproduce:
1. Open "Customize" dialog and go into "Keyboard" tab
2. Look at Function keys F1-F16 and also modifier + Function keys
3. Notice that random keys in the number sequence are not allow to be used, they are grayed out

Actual Results:
Function keys F1-F16 and Modifier + Function keys
Not all available to assign shortcuts to, random ones are grayed out.

Expected Results:
To be able to assign functions to all keys on keyboard, none should be grayed out and off limits for the user to use.
