Description:
When using the Japanese UI in page break view, the display position shifts.

Steps to Reproduce:
1. Set User Interface Language to Japanese. 
2. New Spreadsheet document.
3. Enter Some text and set cell border.
4. View - Page break

Actual Results:
Shifted downward and to the right

Expected Results:
Displayed without shifting


Reproducible: Always


User Profile Reset: No
