Description:
Create document with footnote. 
Select part of footnote
add comment
save as odt
save as docx
close documents
Open the odt, comment still there
Open the docx, comment disappeared

Steps to Reproduce:
Create document with footnote. 
Select part of footnote
add comment
save as odt
save as docx
close documents



Actual Results:
Open the odt, comment still there
Open the docx, comment disappeared

Expected Results:
Open the odt, comment still there
Open the docx, comment still there
