Description:
When scrolling horizontally using Shift + Scrollwheel, the window does not scroll consistently. For example, scrolling right one notch at a time, I observe the horizontal scroll bar jumping right, then left, then right, then left, meanwhile sometimes columns don't move.

Vertical scrolling appears to work consistently.

If I scroll horizontally, and then scroll one notch vertically, the horizontal scroll bar jumps horizontally at the same time. (is it wound-up?).

Steps to Reproduce:
1. Open blank Calc worksheet
2. Press and hold shift key (left or right shift)
3. Scroll mousewheel down (to scroll right) in slow increments/notches

Actual Results:
The view of the worksheet scrolls right about every 1-2 notches of the scroll wheel. Not consistently two notches, sometimes one. Moving from A column takes three notches sometimes?
Scrollbar jumps right, and then left when the scrolling actually occurs (to the point where it would have scrolled if the columns had scrolled as expected?). 

Expected Results:
For each scroll notch, the view of the worksheet to scroll right by one column, and for the the horizontal scrollbar to move consistently in the direction scrolled.

LibreOffice Writer has consistent scrolling

This (better export) of scrolling in LibreOffice Writer shows that it works consistently, helping isolate the bug to Calc.
