Offset in the "Position and Size" dialog after pasting a 16x9 image into a 16x9 slide

I have an Impress slideshow that consists entirely of JPEGs that fill each slide. The slides are set to 16:9 and each JPEG is 1600x900px. However, when I paste the JPEG into the slide, it is always offset by 0.03,0.02" and I have to go into “Position and Size” and set those values to 0,0.

I can confirm that the margins for new slides are set to 0,0,0,0.

I can confirm that.
