Description:
In report builder when creating a label and set visible to "no" in properties the label is still visible in the generated report.

Steps to Reproduce:
1. Create a report 
2. Start editing it
3. Create a label
4. Go to properties of the label and set visible to "no"

Actual Results:
The label is visible in the generated report

Expected Results:
The label should not be visible


Reproducible: Always
