1. Make some multi-page document
2. Put the comment with text somewhere on the first page
3. Place the text cursor inside the comment
4. Scroll with the mouse wheel

The comment block prevents the document scrolling and is trying to stay in view...

If the mouse pointer is over the page - scroll the page, if it is over the long comment block - scroll the comment block... The position of the text cursor shouldn't affect the scrolling behavior...

Tested on XP and Vista... If this happens on other platforms as well, let me know or just change the tag...
