Sample document.

Open the attachment.  Adjust the font size until the last line of the paragraph consists of the single word 'selected.' 

Select the last paragraph.
Format->Paragraph... menu option.
Alignment tab.
Expand single word (check)

The single word 'selected' should be expanded to span the line.  Instead, it is left-aligned.

User error! The last word of the paragraph is left aligned because user selected that in menu 'Format -> Paragraph -> Alignment - Las line.

But I agree, UI is a little worrying. Option "Expand Single word" only is available with radio button alignment option "Justified" selected, for 3 others it's geeyed / inacitive. It should be inactive in the same way for 'Last Line' selection "Centered" and "Left", only be active for "Justified".

Current text for Option Last Line / Expand single word:
"If the last line of a justified paragraph consists of one word, the word is stretched to the width of the paragraph."
Should be " ... stretched to the width of the paragraph if las line alignment "Justified" is selected.

IMHO manual "Writer Guide" also under heading "Settings on the Alignment page" "Expand single word" explication is not clear, an explicit explication that that function only is active for last line "Justified" is missing (although yo can reason here that that might be meant). 
My suggestion:
Modify "then whenever the last line of a justified paragraph consists of a single word ..."     to "then whenever the last "Justified" line of a justified paragraph consists of a single word ..."

in LibO 3.6.0 master problem remains
My be would be better to move this "Expand single option" to drop-down "Last line" as 4-th option?
