This is the correct rendering of the document it is made in PDF with MS Word and PDF Creator

Problem description: 
I'm willing to edit a document providet by Bulgarian Goverment - it is an Energy Passport for buildings but it is not displayed correctly in LibreOffice - all versions

Steps to reproduce:
1. Open this URL http://www.mrrb.government.bg/index.php?lang=bg&do=law&type=7&id=320 and then click on the W icon (or this link to download the file http://www.mrrb.government.bg/download.php?id=dmlhbGl8NDA1MQ== )
2. Open the file

Current behavior:
There is tables, text, and graphics (I am not shure how are they done) but all are messed up. The document must be 3 pages

Expected behavior:
See the atached PDF for correct document displaying

Platform (if different from the browser): 
              
Browser: Mozilla/5.0 (Windows NT 5.1; rv:7.0.1) Gecko/20100101 Firefox/7.0.1

I ran into what I think is the same problem with the London Symphony Orchestra registration form. The table is completely messed up, and in addition in Ubuntu 11.10 the document won't even scroll properly (screen corruption, LibreOffice 3.4.3).

The only device I have that will open this properly is the iPad (!!!)

The files in the mentioned links are no longer existing and therefore can not be checked. 
Therefore, I would propose to close this issue, because no sample file is available.  Or do you still have another sample file and can reproduce the bugs with the latest release of LO?  In this case it would be good if you could maybe create a new sample file for testing, which would show the bugs.

reproducible with LO 4.0.2.2 (Win7 Home, 64bit)

compared with MSO 2007 LO totally messes up the layout, there are several buggy issues

I tested this with 4.3.2.2 and I can confirm this problem still exists.

I don't think that this bug ever will be fixed as no one can identify single problems. 'Messed' documents are no help for contributors. We need concrete problem descriptions and steps to reproduce with new files.

Please find similar bugs for a single problem and push that instead of hoping that someone will fix this. Then we can close this bug.

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
