Open the Report-Builder for editing. Create a group. In the general properties of the group-name you could choose "Start new column". Set this to "Yes". When you open the report there is no difference between "No" and "Yes" in this property. It couldn't be, while there are no columns in any report. 
You can not set any column at any place of the Report-Builder.
Seems to be a GUI-Dummy for a planned functionality.

Page 43:

Multiple columns are available from the menu Format->Page.

This was a planned feature. In no version of the report-builder (OOo, LO) exists at Format → Page the possibility to set columns. You can only set the page and the background.
The menue-entry 
Edit → Column Header/Footer
and (only reachable over the report-navigator, when you choose a group) the property "Start new column"
are without any function, because there didn't exist any column and you can't create anyone.

Two ways to solve this problem: 
- Add columns at Format → Page in the page-dialog (much programming; could be there is no function in the code)
or
- Remove the entrys in Edit → Column Header/Footer and in the property of a group. At this moment they only irritade the user. They could have a comeback, when the function will be programmed. 

I prefer the second opinion. There are lot of other bugs to solve for the report-builder and I have not heard, that anybody has missed this planned function.

Just testing all bugs from Report-Builder. This bug first appears in the oldest available version of LO, 3.3.0 beta1. So I set the first available bugzilla-version, 3.3.0 release.

Seems one of the two parts, where columns should be added, has been removed.
I could only find, when opening a report for editing:
Edit > Column Header/Footer
in LO 5.1.0.2 on OpenSUSE Leap 42.1 64bit rpm Linux
So I will switch the title of this bug.

I'm sorry. Have found the second part to "create" columns, which doesn't work:
Open the Navigator of a report.
Mark one group-header.
On the left you see the properties "General".
There are
- Keep together
- Start new column
- Reset pagenumber
... and only "Keep together" works, see also Bug51453

Bug appears in the first available LO-version (LO 3.3.0.4, OpenSUSE 42.1 64bit rpm Linux). So I set this bug as "Inherited From OOo".

from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to

There is no problem to confirm this bug. I have made now screenshots of the bug. The entry for columns in reports doesn't work, because it has been planned but never implemented.

Bug is reproducible also in Version: 5.4.0.0.beta1, 64bit rpm Linux.

Some remarks

1) Reportbuilder README says "Oracle report builder extension, from [http://extensions.services.openoffice.org/project/reportdesign" the website indicates last version is 1.2.1 (2010-12-14).

2) this part is linked to JFreeReport which corresponds to a dozen of package with different version numbers (see download.lst)

3) tdf#67832: "upgrade our jfreereport libraries" where Lionel indicates these links:
https://github.com/pentaho/pentaho-reporting
http://jfree.org/jcommon/
http://sourceforge.net/projects/jfreereport/files/, but could not find sources there.
All of these are in Java but since some years LO tries to move away from it. Moreover nobody gave it a try after 4 years.

Finally this bugtracker shows that some people thought about a new and certainly useful feature but never implemented it.

In brief, it seems we're in a dead end and perhaps it's the case for the whole reportbuilder.
