Starting with a text document I added pages with pictures and short labels only.  I did this by inserting two consecutive manual breaks, and inserting pictures from files, formatting them and, in the absence of text, anchoring them to the page. Finally I added the labels. So far so good.

When it became necessary to make a change earlier in the document that involved an increase or decrease in the number of pages, the page of pictures was wrecked.  It appears that "anchored to page" currently means anchored to the Nth page of the document without regard to manual breaks so that the pictures become mixed with text from another page. I do not believe that this is a helpful feature. 

Even this behaviour is not consistent.  I found that some pictures became "ghosts" on other pages. I use the term "ghost" to describe a picture that is not visible but when clicked upon (by chance or in course of a random search) its position is revealed by the appearance of the 8 dots defining its outline.  When a "ghost" is selected in this way it may be cut or copied and pasted and becomes visible. I have not yet worked out the particular events that lead to ghosts or the page where they will be found.

would you be so kind to describe step-by-step, what have you done, please? I am not sure, what you mean with "manual breaks" (do you use page breaks, line break or column break?) as well as with "Finally I added labels..." (do you mean captions or descriptions or something else?) ... :(

If I try to reproduce via
1. Create a new Writer document
2. Insert two page breaks via "Insert - Manual Break" and selecting "Page break" in the "Insert break" window
3. Inserting the first picture on page 1 via "Insert - Picture - From File..." as well as the same picture (to keep it easy ... ;) ) to page 2
4. Rightclick on both pictures and choose "Anchor - To Page"
5. Resize the first one and move it down the page
6. Set the cursor in front of the picture
7. Enter "dt" and press <F3>

I have text above and below the picture from page 1 as well as from page two. So I cannot confirm it ... :( Did you do something differently? I have tested it with LO Version: 4.1.0.1 Build ID: 1b3956717a60d6ac35b133d7b0a0f5eb55e9155 and installed Germanophone lang- as well as helppack. Would you be so kind to test it with a newer version of LO than 3.5.6.2, please? Maybe it is fixed in the meantime ... ;) Than it would be nice, if you could close this bug

I think the first part is the same as already reported problem with objects anchored to the fixed page.

To the second part, I don't observe ghost pictures, please open a separate bug if it still persists.
